Under general supervision, the Financial Counselor is responsible for financial assessment, securing a payer source, and coordinating the establishment of payment arrangements for all patients.
POSITION DUTIES: Overall Rating *
Level 1 â" Skilled
1.1 Identify uninsured or underinsured patients; evaluate options for repayment based upon available resources.
1.2 Interview patient and/or patientâs family before, during and after patientâs hospital visit.
1.3 Assist in establishing payment sources through state/federal programs, working in conjunction with County AHCCCS eligibility workers and/or working with any contracted vendor which assists in the AHCCCS eligibility process.
1.4 Monitor and resolve potential problem accounts by using hospital established protocol.
1.5 Research and calculate cost estimates for inpatients that have partial or no insurance coverage benefits. Communicate charges to patient/family member. Collect deposits and arrange for payment on account balance.
1.6 Monitor patient account activity as directed by registration staff, Patient Representative, Social Work Department, Quality Review Management, and other internal sources.
1.7 Responsible for financial assessment of foreign national patients.
1.8 Confirm attorney involvement in accident liability cases and obtain additional documentation as needed to facilitate filing of hospital lien and assures proper processing of accounts when settlements are reached.
1.9 Calculate estimated surgery/procedure charges for patients with partial or no insurance and assess patient responsibility.
1.10 Arrange for payment of all patient charge estimates for elective services prior to arrival. Collect deposit and arrange for payment on accounts.
1.11 Review uninsured patientâs financial situation. Complete patient financial advocacy and evaluate to identify potential payer source. If payer source is not identified, coordinate financial arrangements and collect deposit from patient.
1.12 Make decisions regarding discounts/charity eligibility.
1.13 Prepare and complete adjustment process for eligible patients. Ensure all appropriate
authorizations are obtained and submitted for authorization following departmental guidelines. 1.14 Respond to inquiries from patient, patientâs family, and/or other patient representatives regarding charges, insurance, and financial information.
1.15 Meet with patient and/or patient family members to answer questions regarding charges on their account.
1.16 Identify and collect patient residuals, co-pays, prior balances, and/or self-pay deposits. Arrange and secure contracts when guarantor is unable to pay in full.
1.17 Review all admissions information to ensure accurate demographic data, signatures, financial information and diagnosis have been obtained and properly entered into necessary hospital applications.
1.18 Perform other related duties as assigned or requested.
Level 2 â" Proficient (in addition to above duties)
2.1 Demonstrate an ability to prioritize tasks according to urgency. Exhibit and maintain an ability to manage time and multitask effectively. 2.2 In order to expand professional knowledge and personal growth, participate collaboratively in a personal and team work environment to ensure quality delivery and improvement processes.
2.3 Ensure proper documentation in necessary computer systems and applications and maintain files for reference as necessary.
Level 3 â" Subject Matter Expert (in addition to above duties)
3.1 Participate in quality improvement measures within the department.
3.2 Assist in training of new employees as assigned and provide support in revising policies and procedures.
3.3 Prepare and supply patient data to various hospital departments.

Demonstrate ability to prioritize operations of the specific environment, as an advocate for customer needs. Interface with Clinical units to ensure a smooth revenue cycle process.

7. Follow all emergency and safety policies and procedures of CHN. Meet SLP annual requirements. Respond with appropriate phone numbers to report emergencies.

Based in Admitting Department, reporting to Admitting Supervisor/Manager of particular facility. Incumbent has routine contact with hospital staff at all levels including, but not limited to, Nursing, QA/UR, physicians, patients, and family members.
