The Position: Plans, directs, and manages research proposals and reviews subsequent research projects, including oversight of the RFP process, reviewing ongoing research contracts and modifying contracts as needed. Maintains an active Peer Review Panel for the Arizona Biomedical Research Commission (ABRC), reviewing each medical research proposal and selecting at least three qualified Peer Reviewers to evaluate and score each proposal. Patent, licensing, and technology transfer activities, including working with legal counsel in matters involving ownership of information, copyright and discovery issues. Make site visits and reviews the progress made on the research projects. Prepares site visit reports for the Commissioners. Takes action to correct projects that are not in compliance with contract provisions. Prepares comprehensive, technical reports and makes oral presentations to the Director, Commissioners, medical/public communities, Department Heads and the Governor's office. Performs statistical analyses. Directs the work of professional and administrative staff and interacts with Department Heads, Agency directors, Offices of the Vice President of Research and Division Heads for Sponsored Projects at the three Universities and private sector Directors as required to obtain and provide information and resolve problems with the ABRC funded medical research projects. Serves as a member of the Translational Genomics Research Task Force and Flinn Foundation Scientific Review Committee. Establish and work with biomedical policy work groups and stakeholder advisory committees to provide guidance on policy formation. Complete other job duties as needed.
Knowledge, Skills and Abilities (KSAs): Bachelor's Degree or Master's Degree in Management, Public Health, Nursing, Business Administration, Policy Administration, Organizational leadership or related field. 5 to 10 years of progressively responsible experience in public health management, planning or public policy development within a government, clinical or educational environment or biomedical research or related medical field, with clinical trial experience. Previous experience in contract monitoring is desired. Experience leading and coordinating successful Commission, advisory committee and/or stakeholders meeting. Demonstrates success in establishing and maintaining cooperative partnerships. Exemplary written and oral communication skills. Understands specifics of biomedical research infrastructure. Demonstrates leadership and management experience. Experience and knowledge in contracts management, program development and policy formation/ interpretation of laws, statues and rules. Knowledge of the performance management (PM) model and continuous quality improvement (CQI) methods in a public health setting. Position is required to perform work at/attend meetings at alternate locations and/or travel when necessary, which requires the use of either a state or personal vehicle. An employee in this position must sign a State of Arizona Driver Authorization form when hired, which allows ADHS HR staff to obtain the motor vehicle driving record of the employee.
